This app demonstrates how you could "speak" using IPA. Choose your language, construct words and sentences, and write your message. Use the babble feature to speak as you tap on IPA characters or only when you have constructed your IPA phase. Use the lookup tool to find how to spell known words in IPA (NB: a very restricted dictionary)
